You must register any vehicles that will be parked on the street during the prohibited parking times from 2 a.m. to 5 a.m. It shall be unlawful to park any vehicle at any time within the city limits upon an unpaved right-of-way or easement which is located immediately adjacent to a paved street, whether or not the paved street is framed, either by a concrete curb and gutter or a concrete ribbon, and the owner of any vehicle parked in violation of this paragraph shall be liable for damage to any unpaved right-of-way as a result of any such violation. It shall be unlawful to park any vehicle in this area at any time within 12 hours after a snowfall of one inch or more has occurred.
