Welcome to the Jefferson Hills Compliments and Complaints Online Portal. A proper relationship between the public and its police, fostered by confidence and trust, is essential if there is to be effective law enforcement.  A police officer must be able to act independently and make decisions within the bounds of the authority granted to him/her.  The officer must also be free to exercise their best judgment and to initiate action in a reasonable, lawful and impartial manner without fear of reprisal, while meticulously observing the rights of all the people.  Upon the Chief of Police rests the responsibility of providing a system of disciplinary procedures which will not only subject personnel to corrective action when improper conduct is determined, but which will also serve to vindicate personnel from unwarranted charges of criticism when duties are properly performed. As police officers we must professionally and objectively investigate all personnel complaints as expeditiously as possible in order to arrive at all the facts. Our goal at the Jefferson Hills Police Department is that you will never need to use a personnel complaint form and may only choose to use this portal to compliment an officer for his/her high standard and exemplary performance.

COMPLAINTS

Personnel complaints are defined as any allegation of misconduct or improper job performance against any JHPD employee that, if true, would constitute a violation of department policy, federal, state or local law.  If you believe an officer engaged in miscoduct or improper job performance please provide a brief description of the events leading up to your initial contact with JHPD personnel. In describing the incident, thoroughly detail the events surrounding your complaint, including the date, day of week and time of day. Also list the names, addresses and telephone numbers of anyone who was present when the incident occurred. If your complaint includes verbal abuse or rudeness, include the specific term, phrase or language you found offensive. You will be contacted by a JHPD Command Staff memberto discuss the facts of your complaint.  Your complaint will be thoroughly investigated based upon the information you provide. Understand that all JHPD patrol officers are equipped with both body worn cameras and each patrol vehicle is equipped with in-car video cameras that will validate the acutual audio and video events that transpired.  Please note that if an arrest has taken place or citation filed by the JHPD, personnel complaints filed with this office will have no impact upon such cases. Issues regarding the validity of an arrest or citation must be adjudicated before the appropriate judicial authority. In accordance with due process, you are entitled to request a hearing/appeal and present those issues before the proper judiciary identified on the citation or summons.

Title 18 PA C.S (CRIMES AND OFFENSES)

§4904. Unsworn Falsification to Authorities Statements “under penalty” – A person commits a misdemeanor of the third degree if he makes a written false statement which he does not believe to be true, on or pursuant to a form bearing notice, authorized by law, to the effect that false statements made therein are punishable.

§4906.  False Reports To Law Enforcement Authorities - Falsely incriminating another -A person who knowingly gives false information to any law enforcement officer with intent to implicate another commits a misdemeanor of the second degree. Fictitious reports - a person commits a misdemeanor of the third degree if he: (1)  reports to law enforcement authorities an offense or other incident within their concern knowing that it did not occur; or (2)  pretends to furnish such authorities with information relating to an offense or incident when he knows he has no information relating to such offense or incident.
